Not a tool but a device. 1 - 2 feet long.

Conehead wicker hat. ;) OH, a device......I got it, you nail it to the inside of a kitchen cupboard and put your used grocery store bag in the top and just pull one out from the bottom when you need one. :P

If it only had a handle on top it would make a fine cat carrier. Just the thing for bad-mannered cats with sharp claws.

This ia an eel trap. These were made in many different configurations. I didn't realize that we had them here in the midwest until my fishing buddy caught one while we were fishing for walleye in the Illinois River. There are still a few American Eels left in some lakes and rivers.

Was it electrifying? :P Did you eat it ? I wonder about their skeletal structure. Are the boneless or is there a long vertebra ?

Not electric  We released it back to the depths unharmed. It looked uglier than a snake, twisted and slithered like a snake. Unlike a snake, it was slimy like a fish :o Don't know about their frame work
