What is it?

Hello all! My father recently passed away and while recently visiting my mom, she had a tool from dads tool bag she gave me since she had no use for it. I thought I would present it here to see if anyone might know what it is because I don't have a clue other than a hand spud bar :?

Pioneer hemorrhoid treatment applicator. Looks well used.

I have a skinny torch supposedly used in confined spaces on boats. I have a photo somewhere here. Now if I could only find it :roll:
