But it IS a wrench!

I'm going to guess that it's a wrench for working on suspensions, because at the other end of the wrench is a "spring oiler" Where you wedge it in between spring leafs and squirt oil in the circular divot and it runs down the channel into the spring.

I thought it looked like a buggy wrench, but it being made by a pipe wrench company threw me off.

Mister Krabs is right. It is definitely a combined wrench and spring-leaf oiler. Patent was filed in 1919 by Wm Scheffler and issued in 1920. http://www.google.com/patents?id=BqtsAAAAEBAJ&dq=D54461

Sorry Zelph, another past life was as a computer technician. I have no mechanical background, but a good tech knows how to fully utilize his resources, my google-fu is strong. It's how I found the answer for the dog cooker as well.
