This device was used by "roofers". Nail heads a slid down the tubes via the slots. The strap goes over the head and the supply of nails is held against the roofers chest in easy reach. The Fork that DarenN made mention of is a "Nail Fork" used to scoop up a clump of nails out of a box or keg. :D
